When Women Must Choose Between Abuse And Homelessness

Residents of Alaska's St. Paul Island live through a legacy of generational trauma that includes high rates of domestic violence, child abuse, and alcoholism. However, the Island's political leadership have accomplished financial control and are using the funds for a comprehensive system of services to help their community break the cycle.

The Lagos State Domestic and Sexual Violence Agency (DSVA) provides comprehensive survivor support services including legal aid, medical care, shelters, and prevention programs, successfully building public trust and securing 140+ convictions while reaching 6.3 million people through awareness campaigns, though significant gaps remain between the 8,692 reported cases and actual access to justice and support services.

Stay-at-home orders keep us safe against the risk of infection, but for those suffering from domestic abuse they are no safe haven. The city of Philadelphia is working to let people know that services are still available despite the pandemic, although these services have had to adapt to the new circumstances. Some examples include special hotlines and FaceTime calls with judges for hearings. They also have a rotation of judges on call to deal with protection-from-abuse applications. There are also advocates and services outside the court system, like Philadelphia Legal Assistance.

The Minsk-based organization Radislava runs a house for women and children who have experienced domestic abuse. In a culture and a country that have yet to protect survivors of abuse, this house runs on privacy and anonymity, for safety’s sake. Radislava does more than provide shelter – it also provides psychological and legal support and organizes advocacy events. Since its creation, the home has seen 70% of clients create new lives for themselves.

The murder of a woman in Wisconsin highlights a lethality assessment tool for law enforcement to use that’s designed to help domestic victims and authorities understand how much danger victims might be in and help police connect them with services. It’s proven effective at helping those facing domestic violence take steps to reduce the chances they might be murdered by their partners. But getting it implemented, especially in rural areas where there may not be many resources for victims, has proven challenging with less than half of Wisconsin’s counties using it.

Chris Finlay, who manages a real estate company in Washington, D.C., decided to try hiring homeless people to work in his buildings. His goal was to provide a job alongside significantly discounted housing as a benefit of the job. Seeing the concept’s success, he started a nonprofit called Shelters to Shutters to help spread the idea around the country. The organization has helped hire people in 15 cities, and 93% of those hired are still employed in these jobs.

Domestic violence victims often suffer in silence and do not have encouragement to find help. San Luis Obispo in California has created a program RISE that trains primary care physicians to identify signs of domestic abuse and collaborates with clinics to treat and rehabilitate victims. The Affordable Care Act provides coverage for domestic violence screenings, offering financial incentives to help get victims the help that they need.

In St. Paul, one of Minnesota’s collective approaches to solutions in action — dubbed The Blueprint for Safety — is a foundation of laws that adapt to the proliferation of domestic violence in the state and successful efforts of marrying the advocate community with the criminal justice system.

Boston-based Veterans Legal Services (VLS) is the only organization of its kind in the state. The nonprofit helps veterans access benefits and navigate civil court proceedings. Its clients are specifically low-income and homeless veterans, all of whom struggle financially.

Too often do veterans come back from fighting overseas to find little to no help in reacclimatizing to life at home. Programs in Tarrant County, Texas bring together a wide range of programs (housing placement, mental health counseling, legal services) to help those who have returned from fighting for their country.
