Thousands of eligible Wisconsin voters face ballot barriers in jail

To help eligible voters behind bars participate in elections, civic and volunteer groups visit jails such as the Vernon C. Bain Center with registration packets and absentee ballot request forms. The volunteers also answer questions about issues, candidates, and the voting process, and about 300 people in New York jails have registered to vote since January.

Michigan’s Genessee County jail employs two formerly incarcerated organizers who help people detained there register to vote, cast their ballots, and access resources about pivotal election measures. They also coordinate forums with political candidates for offices ranging from the Michigan Supreme Court to the Flint City Council.

In Maine, one of only two states where people in prison retain their right to vote, the Maine State Prison branch of the NAACP engages incarcerated voters through flyers, posters, guest speakers, and group discussions about political issues. Over the past two decades, the organization has helped more than 1,000 people register to vote in Maine prisons.

Since instituting in-person voting and bringing in volunteers and advocacy organizations to help with registration, Chicago's Cook County Jail has seen the number of ballots cast by people incarcerated there increase. Turnout in the jail was 25 percent for the February 2023 municipal election, which surpassed the citywide turnout rate of 20 percent.

A digital tool called Restore Your Vote launched in the summer of 2018 to help ex-convicts understand their voting restoration status after re-integrating into society. The initiative, which has been piloted in Alabama, aims to reduce disenfranchisement in ex-convict communities by targeting unclear language, misinformation, and lack of access to education.

In San Diego County, Pillars of the Community trained people incarcerated in local jails to become “inside organizers” who can help others incarcerated there register to vote and fill out their ballots. In all, seven inside organizers helped roughly 230 people register to vote ahead of the 2024 presidential election.

To improve voter access for people in jail, the Davidson County Sheriff’s Office hired an election worker to comb through county records and identify incarcerated people who are registered to vote. The staffer then went from pod to pod in the jail to deliver absentee ballot request forms and give others an opportunity to register. In all, 70 people were able to request their absentee ballots.

Washington lawmakers allocated $2.5 million in grant funding to help jails improve voting access for people incarcerated there, which resulted in a big spike in ballots cast in one facility that participated. But only five counties applied for the grant program, and jail officials interested in participating have faced opposition from political representatives in some areas.

In an effort to minimize disruptions from impassioned poll watchers, one Texas county enhanced transparency by offering tours of the elections office, installing large TV screens to broadcast the tabulation process, publicly posting often-requested information online, and hosting workshops to walk residents through every step of election procedures. The county has been praised for its approach and the 2022 midterm election went off without any outbursts from voting activists.

After a few years of virtual outreach due to the pandemic, Northeast Ohio Voter Advocates held an in-person drive in the Cuyahoga County Corrections Center to help people incarcerated there get registered to vote and request mail-in ballots. Over two days, the organization added 69 inmates to the county's voter rolls and helped 75 request ballots.
