The Street-Level Solution

Efforts from the local Housing, Health and Human Services Center helped make Bergen the first — and one of the few — U.S. cities that have reached functional zero for chronic homelessness. Through providing counseling services and helping those in need access care and other resources like employment, the Center has helped several people secure housing, nearly eliminating long-term homelessness for veterans and those struggling with conditions like addiction and other mental illnesses.

Philadelphia can look to places such as Denver and New Jersey for examples of how to alleviate homelessness by treating it as a health problem. Many people experiencing homelessness struggle with alcohol, opiate and drug addictions as well as mental and physical disabilities. Hospitals are often obligated to treat and keep anyone who may not have a safe place to go after release therefore the healthcare industry has an incentive to mitigate the homelessness crisis by providing wraparound services as well as transitional housing for people who have no where to go after a hospital release.

Ahmadiyya Muslim Youth Association Canada and Humanity First Canada teamed up to transform a bus into a mobile shelter for the homeless, complete with 20 beds, a kitchenette, a bathroom, internet, and more. The program is called Shelter Bus and, since launching in December 2019, has served over 1,000 people and reaches up to 50 people a day. The bus has been described as "heaven" by some guests, and they are now planning to have 3 buses by the next year.

Homelessness is still a rampant problem in the United States. The 100,000 Homes Campaign, an initiative launched four years ago, aims to help communities around the country place 100,000 chronically homeless people into permanent supportive housing

In response to managing the homeless crisis, several Safe Rest Villages have emerged throughout the city. These are small, individual units on city-owned land, separate from nearby neighborhoods. There are currently seven active Safe Rest Villages in the city and they have created 350 transitional housing opportunities for the local homeless population.

Year-round shelters for people experiencing homelessness are uncommon in north central Ohio, making Harmony House a vital resource for the community. The organization provides a place to sleep in addition to wraparound services for people to get back on their feet. The organization relies on government grants and community support.

An innovative approach to providing shelter for those experiencing housing instability could provide a blueprint for the city of Anchorage. Reno and San Francisco have built shelters that arrange on-site, wraparound services ranging from laundry to securing long-term housing to medical detox.

Casa de Noche Buena is a homeless shelter that takes a housing-first approach to providing services, which means almost anyone can find help there. Along with a place to sleep, the shelter also provides wraparound services such as medical attention and help finding employment. Several guests have had success finding permanent homes.

Providing people with housing and then giving them the services they need to stay housed is also a very effective way to save tax-payer money. Reducing chronic homeless through programs like The Madrone Project helps keep the unhoused healthier, reducing their trips to the ER, and also saves tax dollars that go into policing those living on the streets. Spending money on housing and services can be considered an investment that helps get people housed and healthy again, as well as a financial strategy to reduce government and hospital costs.

The state of Vermont has been able to keep COVID-19 cases to a minimal, at least in part by focusing on offering preventive protections for the most at-risk and vulnerable – such as the unhoused. The state's response has included "state-supported housing for the homeless, hazard pay, meal deliveries, and free, pop-up testing in at-risk communities," all of which prioritize high-risk populations rather than those who can easily self-isolate at home.
