The Unsung Government Program That Gives Federal Property to the Homeless

Mitigating homelessness on Los Angeles' infamous "Skid Row" comprises myriad obstacles. But a collaboration between city officials, a USC architecture class project, and the Skid Row Housing Trust has responded with a multi-pronged solution in "pod-style" housing units. They have composed a cost-effective pre-fab design technology that eases their transportation, on-site construction and visual imposition on a neighborhood, while the pods' zoning classification as "congregant housing" minimizes the risk for local opposition to homeless support services on claims of structural or aesthetic noncompliance.

Between 2004 and 2014, San Francisco’s mayor attempted to rid the city of chronic homelessness with a ten-year plan. Despite dramatic successes in moving thousands of homeless from the streets, the homeless population numbers remain the same and chronic homelessness may never be eradicated. In reexamining the problems from the ten-year plan, the current administration has new ideas to decrease their number of homeless.

Tiny home communities across several American cities have helped alleviate homelessness amongst veterans with the work done by the Veterans Community Project (VCP). The organization has successfully housed and served homeless veterans by designing and building tiny home villages which partner with existing local organizations to provide wraparound services to help keep people off the streets. VCP has successfully deployed the housing-first model in Kansas City, Portland, Detroit, and LA and is now breaking ground in Boulder County for its latest project.

West Virginians from Clarksburg mobilized to tackle the issue of homelessness once the pandemic highlighted the vulnerability faced by the homeless who could not shelter in place. Advocates came together to get people off the streets and into motel rooms paid for by nonprofits and organized by local government. The city looked 40 miles away, to the achievements of Morgantown, which was able to bring together different sectors to keep people off the streets. Immediate goals of keeping people safe from the virus are part of a long-term plan to create housing and provide mental and physical health services.

Atlanta has seen a decline in rates of people experiencing homelessness from 2008-2018, a trend that is particularly meaningful as other cities contend with stubbornly high numbers. Part of the solution? A new source of more flexible and consistent funding allowing non-profits to provide the assistance needed and help get people into permanent supportive housing.

An initiative in St. Petersburg has reduced the number of vacant houses while increasing access to affordable housing. The city takes ownership of vacant lots and abandoned homes, then sells the properties to affordable housing developers or auctions them off. The initiative helps make land cheap enough to build affordable housing.

TARU, an Indian thinktank, has found that Indians cities have combined decentralized action and "multi-stakeholder engagement" in public policy to respond to problems of scarcity in water and power as well as climate change-related natural disasters. Municipalities are putting responsibility for improving local lives at the grassroots level; integrating disruptive technologies from the private sector; and fostering collaboration between government and citizens.

Homelessness has many challenges that require different services to aid those who have no place to live—including daycare and laundry. Seattle has established Mary’s Place Family Center, a public space that collaborates with non-profits to provide a multitude of social services to the homeless. Large corporations have donated buildings to serve as Seattle’s Mary’s Place shelters to diminish costs.

The state of Wisconsin has a teen suicide rate three-times greater than the national average. Lawmakers have scrambled to address and provide greater access to mental health services in the state by offering temporary housing shelters, treatment programs, and new police training. The initiative is expanding to three cities and health officials see progress because of a decrease in hospitalizations.

San Francisco’s chronically homeless population remains staggeringly high. Salt Lake City has managed to eradicate much of their chronically homeless by geographically placing supportive housing distant from the city’s center and receiving financial assistance from the Mormon Church. The housing is attractive, modern, and offers a good ratio between counselors and homeless clients—all of which helps make the homeless want to stay off the streets.
