Protecting the Rio Grande Basin's dwindling water

Population growth, historical dryness and predictions of a warming climate all mean a future of scarce water in the Rio Grande's Upper Basin. Farmers and the irrigation districts are left to try and find ways to conserve what river water they have - and there's a lot to be saved. To minimize such losses, both irrigation districts have taken a number of steps.

In Australia, the Murray-Darling Basin Ministerial Council was formed after a severe drought to bring together federal, state and regional governments and bridge parochial concerns. It was meant to manage the basin as a whole and end overuse and salinization of farm land, leveraging new technologies to adapt to new realities.

Israel experienced extreme drought a few years ago and its water supply was very low. National campaigns to install desalination plants have helped Israel turnaround its inadequate water supply into a surplus. The water scientists who have helped make this surplus see an opportunity for water diplomacy and the de-politicization of water in the Middle East so that more of it can be shared with other geographies.

Nearly a billion people living in the arid regions of the Himalayas depend on glaciers for their water supply. But with climate change, glaciers have been retreating drastically every year, threatening the life source of villagers like those in the Ladakh region of Kashmir. One engineer, Sonam Wangchuck, has come up with an ingenious feat of engineering to help the villages store glacier water by constructing stupas - or towers - using thorn branches that retain ice in tall structures, which melts and provides clean water for drinking and agriculture during the dry season.

Population growth, climate change, and droughts are factors that have depleted the world’s freshwater resources. Scientists around the world have experimented with desalination of salt water to increase the supply the drinking water and have achieved positive results. In 2015, more countries and cities in the world look to provide desalination, including California’s $1 billion effort to build a plant for San Diego.

As Tucson works to combat the effects of climate change, the Arizona city has been implementing policies to conserve its limited water supply through initiatives like a city rebate program. By focusing efforts on water harvesting — both rainwater, which can be drinkable, and stormwater, which can be used for irrigation — the city can use that water to create more green spaces and lower water bills. The rebate program pays back residents as much as $2,000 for purchasing water harvesting systems. During one year, the program saved 52.1 million gallons of water, which is enough for 160 households.

The effects of climate change, such as rising sea levels and hotter global temperatures, are already having drastic impact on many communities, especially the rural, agricultural regions of countries such as Myanmar (formerly Burma) and Mozambique. Most of Texas has emerged from a drought that started in early 2011, but water supplies are still far below normal. Scientists are using new technology to monitor ground water levels and contemplate potential conservation methods and broad-scale solutions, while trying to convince policy makers of the reality of these climate-based changes.

St. George, Utah, is building wastewater recycling plants to convert sewage into usable irrigation and drinking water, a solution already proven effective in communities like Las Vegas in conserving water resources and supporting sustainable urban growth.

Drought-stricken cities in California are turning to direct potable reuse of water to combat drinking water shortages. This process involves treating wastewater and returning it to the drinking water supply.
