Part 1: Juvenile Court Diversion is Cheap and Effective, But Inconsistent Across NH

The gang-driven violence in Honduras has caused thousands to migrate to the United States. In the last three years, with emergency international aid from the United States, Honduras has experienced a 62 percent drop in homicides and has witnessed a decrease in the number of migrants entering the United States. The aid has gone toward community improvement projects and outreach centers, such as providing items for soccer games and other activities that dissuade gangsters from fighting each other. It also has supported more effective prosecution of homicides.

Researchers set out to measure the efficacy of a program called Becoming a Man, which seems to be proving that, for all the billions of dollars spent on complicated anti-crime programs, something as simple and cheap as Cognitive Behavioral Therapy seems more effective in reducing crime (and, not unrelated, keeping teenagers in school).

Young individuals who have lost loved ones to violence and live in violent areas are likely to perpetuate these trends. 'Becoming a Man' and 'Working on Womanhood' are programs that involve mentorship, behavioral therapy, and other skill development in order to help teenagers find a healthier path.

The Kansas City neighborhood of Ivanhoe was once plagued by blight, illegal dumping, drug trade, gun violence, and neglect; neighbors lived in fear or moved away. Inspired by one compassionate and proactive family, the Youngs, the community stepped up, partnering with the local university and a charitable foundation to map out a tangible blueprint for sustainable change. They are working with police and the city council to tackle the blight and revive their neighborhood through affordable housing, park space, and a renewed sense of community.

Richmond, California has one of the nation’s highest gun violence rates, so Operation Peacemaker Fellowship tracks and identifies individuals at risk of committing violent acts or becoming a victim of violence. The Fellowship reaches out to each at-risk person with employment training, mentorship, and sends out teams to de-escalate conflicts within targeted communities. These “change agents” spend time with youth and get to know their families, so they can better understand how to help and offer a cash incentives to the targeted individuals who are part of the program.

In a year that has seen murder rise in New York, locals are trying to mediate between gang members, in part by using "violence interrupters," who are trained to break cycles of violence.

After going to prison themselves, John Knight of Jackson and Shanduke McPhatter of Brooklyn are living straight and determined to make changes. They work as "violence interrupters" in their neighborhoods, using an approach called "Cure Violence," developed by Dr. Gary Slutkin. They mentor other young, at-risk men and encourage them towards graduating high school, community service, staying away from drugs, and pursuing honest work.

Cure Violence is a the national non-profit organization that for 16 years has helped multiple cities adopt strategies for violence prevention that mirror those used in disease control. Programs employ trained “violence interrupters” and outreach workers to identify and mediate potentially deadly conflicts, maintaining relationships with those involved to ensure the conflict does not reignite. Cleveland hopes that replicating the model will help reduce local violence and crime.

In Brooklyn's Crown Heights neighborhood, an organization called Save Our Streets Crown Heights (S.O.S.) is taking steps to disrupt violence. The organization is modeled after Chicago's violence interrupters, which employ people from the neighborhood to connect with those most at-risk and disrupt conflicts and retalitory violence.

A growing number of organizations—rallying around victim advocacy—are calling for shorter sentences for offenders and better counseling for victims across the United States.
