KC court cuts down on repeat domestic violence offenders

U.S. courts are offering war veterans who face jail time the choice of rehabilitation. This helps them adjust to civilian life and reduces repeat offences.

Jailing convicted criminals has shown that it neither changes illegal behavior, nor reduces the rate of re-incarceration. Brooklyn’s Red Hood Community Justice Center has given many guilty defendants of minor crimes treatment and individual assistance without incarceration. A new survey shows that community courts reduce costs, decrease jailed inmates, and drop the crime rate.

For first-time youth criminal offenders, the traditional American jury falls short in encouraging behavioral change and may even set the juvenile on a course for repeated crimes. Washington, DC’s Youth Court is a jury that tries juveniles for minor non-violent offenses and offers peer pressure to prompt positive behavioral change. The DC Youth Court is one of many in the United States that reduces crime and future court costs.

Intervention Court provides programming and support to those struggling with addiction, connecting them to jobs, schooling and skills training to help them stay sober, re-enter society and stay out of jail. Nearly 11,000 people have graduated from one of the 42 drug courts throughout the state, and the courts average a recidivism rate of just 2.9% compared to the Mississippi Department of Corrections’ 35.4%.

After years of being the incarceration capital of America, Louisiana began changing its laws in 2017 to cut the number of people in prison, prompting a drop of seven percent in the prison population and savings of $12 million. The funds will be reinvested in education, job training and other programs in prisons and jails for those about to be released. But many challenges remain, including stigma from employers and landlords, and skepticism by the state's attorney general.

Judge Inna Klein and probation officers from The Community Supervision and Corrections Department are bringing domestic violence reform to Nueces County. By taking more aggressive approaches toward supervision and accountability, and by focusing on rehabilitative services for offenders, they hope to break the cycles of violence.

For many offenders, prison can be a tense, divisive, and anger-inducing environment, fueling the negative influences that landed them there in the first place and leading to high recidivism rates. Actor Tim Robbins - who once famously portrayed a prisoner himself - started a program called The Actors Gang to bring theater to inmates as an outlet for emotion and expression, breaking down barriers between former gang members and helping individuals to process their troubles.

In some states, cash bail has been eliminated and this measure has seen significant results including lower jail populations, lower re-offense rates for people released on bonds and less jail time for those accused of low-level crimes. These results in states with bail reform laws suggest that bail reform works and serves as inspiration for other states looking to enact similar policies.

When Covid-19 threatened to disrupt Norway's correctional system, the country's prisons and jails were quick to pivot their practices to protect those who were incarcerated. Although it helped that the country's correctional system was already known for being "small, responsive, and humane," more protocols were put into place to allow some who were incarcerated to complete their sentence at home, while others were provided with iPads to decrease isolation while visits were restricted. So far, only 60 cases of Covid-19 have been reported throughout the entire prison system.

Kenya's overcrowded and poorly maintained prisons offer some educational and rehabilitative programs to inmates, but the nuns of the Dimesse congregation provide something else to try to transform the lives of those who committed crimes: religious instruction, with a side helping of basic humanitarian supplies. Along with food, underwear, and sanitary pads, the nuns use regular visits to men's and women's prisons to hand out bibles and give faith-based instruction aimed at reintegrating shunned citizens once they return to their communities.
