Despite Mixed Reviews, Tiny Home Villages for Homeless People Are Growing

A town once plagued by a reputation of being an asbestos Superfund site as well as having been hit by the timber wars, Libby, Montana is back on the map. Lincoln County commissioner, Mark Peck of Libby, the county seat, decided to make it a priority to fix the negative connotation surrounding the town and partnered with a public relations firm to rebrand the city through the use of the community's unique story of rising from asbestos.

Salem, South Dakota revitalized its economic development corporation and launched an innovative community-investment model to jumpstart housing development after two derecho storms. Local leaders raised about $1 million through a creative funding mix and purchased land to build complete infrastructure (roads, water, sewer) for a 24-lot subdivision, reducing developer costs and risks. Two years after launching, underground systems are installed, roads are cleared and four of 24 lots have sold.

The residents of Etteln, Germany responded to rural decline and digital exclusion by organizing grassroots collective action—including volunteer-led fiber-optic installation and community-driven digital innovations—which reversed population loss, doubled school enrollment, earned global recognition as the world's smartest city, and created a replicable model now used by 500+ cities worldwide.

The UCSD-Alacrán Community Station is a sanctuary neighborhood for migrants fleeing violence in their countries of origin that allows them to participate in building a community and new life for themselves. The neighborhood houses about 1,800 people on three acres and features a health clinic, food hub and school.

St. John the Divine Episcopal Church's overnight parking program offers those who are temporarily unhoused a place to stay, typically by camping in their cars or RVs. Recently, the Church partnered with local social service agencies to add three semi-permanent housing huts to their parking lot. Residents staying in the hut have access to amenities in the Church, like a kitchen, and are welcome to stay as long as they need to until they decide to move into more permanent accommodations.

In response to managing the homeless crisis, several Safe Rest Villages have emerged throughout the city. These are small, individual units on city-owned land, separate from nearby neighborhoods. There are currently seven active Safe Rest Villages in the city and they have created 350 transitional housing opportunities for the local homeless population.

The First Nations Garden, run by the Chi-Nations Youth Council, is a gathering space for the area’s 65,000 Native people, providing them with a garden and a highly-requested green space that hosts regular events and provides cultural resources and education while fostering community.

Efforts throughout Texas to reduce homelessness are serving as inspiration for states like California, that have similar homelessness issues. From committing funding to homeless reduction programs to establishing more advanced shelters like The Navigation Center, the state recorded a 28% drop in homelessness last year and has helped several individuals transition into permanent housing.

The Nomad Alliance bus is a warming center on wheels that provides people experiencing homelessness a safe place to stay. The bus accepts anyone who needs help, so long as they help keep the bus clean, and can take in about 20 people at a time.

As strip malls continue to decline, some urban planning and real estate experts are advocating to turn the spaces into mixed-use developments with both residential and commercial spaces. This redevelopment is an opportunity to revitalize and enrich a community by creating a village-like setting, like Woburn Village, with its 175,000 square-feet of commercial space and 350 housing units.
