A Model for Getting Domestic Violence Survivors Wraparound Support

Nantes, France has implemented a comprehensive city-wide strategy to combat gender inequality through multiple coordinated initiatives. The centerpiece is Citad'elles, a, 24/7 shelter that centralizes 18 nonprofit organizations offering legal, psychological, and medical services for women experiencing violence, eliminating the need to travel to multiple locations across the city. Since opening in 2019, Citad'elles has served over 5,500 women, averaging three new users daily and 450 follow-up appointments monthly.

The Lagos State Domestic and Sexual Violence Agency (DSVA) provides comprehensive survivor support services including legal aid, medical care, shelters, and prevention programs, successfully building public trust and securing 140+ convictions while reaching 6.3 million people through awareness campaigns, though significant gaps remain between the 8,692 reported cases and actual access to justice and support services.

Domestic violence victims often suffer in silence and do not have encouragement to find help. San Luis Obispo in California has created a program RISE that trains primary care physicians to identify signs of domestic abuse and collaborates with clinics to treat and rehabilitate victims. The Affordable Care Act provides coverage for domestic violence screenings, offering financial incentives to help get victims the help that they need.

In St. Paul, one of Minnesota’s collective approaches to solutions in action — dubbed The Blueprint for Safety — is a foundation of laws that adapt to the proliferation of domestic violence in the state and successful efforts of marrying the advocate community with the criminal justice system.

Casa Mía provides housing and support services for pregnant women and new mothers struggling with addiction. The program is run out of an old house and is currently home to nine women. Staff at Casa Mía provide mental health care, recovery resources and work to destigmatize substance abuse to prevent mothers from losing their children to the foster care system.

St. Paul, Minnesota, was the first in the nation to establish a shelter for battered women. Women’s Advocates was founded in 1974. In 1980, Minnesota also became the first state to implement a sentencing guidelines structure.

More women are being incarcerated around the United States and that has spurred more institutions to create prison nurseries, which allow women to be with their newborns. It's not a new idea, but it's finding support among prison advocates as well as budget hawks because research shows nurseries can lower recidivism rates among mothers. The idea of children in prison remains controversial however.

Healing Hurt People, a hospital-based violence intervention program in Portland, embeds caseworkers in trauma center care teams to rapidly connect shooting victims and their families with counseling, housing assistance, job training, and emotional support. The program has been linked with Portland's decline in gun violence, though chronic funding instability continues to threaten its capacity and growth.

In an effort to address maternal mortality rates and overall maternal health conditions, groups of midwives are hosting community dialogue sessions that serve as educational opportunities for preventing danger. Maternal and infant mortality rates have already begun to decrease, and midwives also provide support beyond education, giving mothers food and other supplies as needed.

Groups of women, in collaboration with local charity organization Daughters of Charity, are working together to create HAL (helpful active listening) circles to help survivors of sexual and gender-based violence heal. HAL circles are women-to-women groups led by those trained in supportive communication skills, the effects of trauma on the mind and body and healthy coping methods. Over the past several years, the group has connected with 1,320 survivors.
