    A set of criminal justice reforms enacted in Montana in 2017 that were meant to reduce incarceration and reinvest some of the savings in crime prevention programs has had little effect on the prison population. The state's "justice reinvestment" program, using a model adopted in 30 other states, has failed to put plans into action, partly for a lack of public spending on programs for incarcerated and formerly incarcerated people. As a result, the prison population is tracking where it would have been had nothing been done, and recidivism remains high.

  • Pima County program getting people out of jail quicker, speeding up chances for a new life

    An array of services in Pima County, Arizona, greets hundreds of people getting released early from jail or helps keep them out of jail in the first place. By providing drug treatment, housing, job assistance, and other help that people need instead of incarceration, the county's Criminal Justice Reform Unit and Jail Population Review Committee saved the county $2 million in jail costs over just part of 2020. Drug use also declined and officials hope to see longer-range benefits in lower recidivism.

  • Local initiative helps folks with cannabis-related charges find jobs—while pushing to decriminalize pot

    When Pennsylvania's largest medical-marijuana dispensary, TerraVida Holistic Centers, struggled to find enough employees, given the state's ban on the industry's employment of people with marijuana convictions, TerraVida joined with the Urban League of Philadelphia to expand aid to the formerly incarcerated. Through Urban League's Out4Good program, the partnership helps people expunge their drug convictions. It also counsels and financially helps groups of 10 trainees at a time, dozens of whom have started careers and stayed out of trouble. The group also seeks a longer-term fix: marijuana legalization.

    PowerCorpsPHL and Mural Arts' Guild have notched impressive results in job placements of young people with criminal records. The programs' employment training, paid apprenticeships, and art therapy classes have all been disrupted by 2020's pandemic, social unrest, and street violence. Private grants have largely made up for budget cuts from the city of Philadelphia. But the lack of face to face training and counseling has been disruptive. Both programs and their trainees are persevering despite longer odds, with workarounds that keep the programs afloat in difficult times.

    Frustrated by a tight labor market, two locally owned Grand Rapids employers discovered the virtues – economic, not just moral – of hiring formerly incarcerated people, whose gratitude for an opportunity translated into excellent performance and less risk of adding to rapid turnover. The employers helped guarantee success by paying for support services that made post-prison transitions easier. The employers then talked hundreds of other local employers into doing the same. Besides providing a business advantage, the program changes lives and is evidently contributing to much lower rates of recidivism.

    More than 170,000 people with felony records in Kentucky won the right to vote in the 2020 election under an order by the governor. Although not as concrete as legislation, the governor's order at least temporarily rescinds the state's permanent voting ban for most people with felony convictions. The order pertains to people with non-violent offenses. Unlike some states' re-enfranchisement policies, Kentucky's does not require payment of outstanding fines or restitution. The policy is seen as a particular benefit to people of color and millennials.

    Project Rebound helps formerly incarcerated students navigate and succeed in pursuing their higher education goals. The program works with potential candidates, whether they are incarcerated or have completed their sentences, and provides aid in meeting basic needs like gas, food, shelter, as well as legal advice referrals and navigating technology. By 2021, 14 California State University campuses plan to be using the program. As of 2016, there were 180 students participating in the program and the number more than doubled by 2019.

The open-hiring program, which started in Yonkers, N.Y., and expanded to Rochester, promotes lowered barriers as a benefit both to workers and employers. Employers report lower turnover and greater loyalty among employees whose criminal records frustrated their job searches through traditional channels. The center also provides services to help employees succeed.
