What Does It Take to Stop Crips and Bloods From Killing Each Other?

Since moving to a county-run police department, Camden, N.J., historically one of the nation’s poorest and most dangerous cities, has altered its culture to overcome years of mistrust by developing a personal relationship with and empowering the local community.

The New Orleans Police Department did not have the best reputation among the community due to a series of corrupt acts committed by individual officers on the force. Thanks to a series of outreach efforts to marginalized communities as well as oversight by a federal monitor, NOPD has been able to turn perceptions around over the last five years, garnering the department national attention in how to transition to humanistic policing.

What if a computer program could tell you who was at risk for shooting someone or being shot themselves? This is now a reality for Chicago Police Department. By piloting the use of this technology, and assembly a cohort of cops, social workers, ministers and moms to visit the names of those the computer names, the city has seen a decrease in violence over the last year.

After charged discussions and protests around racial injustice within police departments, Baltimore set out to find a solution to bridge the divide created between the city's police force and the kids that lived in stereotyped neighborhoods. Using nature as a common ground, the Outward Bound Police Youth Challenge was born to bring the two sides together and teach them that they have more in common than they may think.

In Nueces County, new local programs, projects, and partnerships - spurred by a particularly deadly year for women - are demonstrating how improved assessment by law enforcement and engagement by community members is helping to reduce abuse and homicides while preventing domestic violence overall.

With the police killings of Freddie Gray, Laquan McDonald, and other black lives across the country, the problem remains how to reform police departments and reduce excessive force on unarmed men and women. Procedural justice is a strategy that centers on legitimizing the law for at-risk communities by building trust, so that the environment of policing changes to one of respect and less crime results. Procedural justice has begun to be implemented across U.S. police departments with some measurable successes, although police accountability remains important and should be an extension of the strategy.

In Sun Prairie, policemen would frequently rotate their districts and feel that they were unable to help people who were in trouble because there was not enough time to know the residents. Now Sun Prairie has begun district policing, which positions policemen in different districts for one year before rotation. The police have found that they are able to problem solve situations better, requiring less force and more interpersonal skills, especially for individuals with mental health disorders.

A law-enforcement strategy known as the "focused deterrence" approach involves identifying people most at risk to commit or to be victimized by crime — often the same individuals — and hosts meetings where they are offered resources to break the cycle, or, face serious legal consequences. The approach has worked so well in places like Kansas City, Boston, and High Point, that Milwaukee is looking at how to replicate the results.

Cleveland has struggled through the years to reduce youth violence. But important lessons have been learned, here and elsewhere. City officials say they are factoring those lessons into their latest plans to reduce violence among young men in the city.

In New Haven, the police department launched a program that pairs cops with clinicians. “We see ourselves as psychiatrists with guns and a badge.” They see children as victims too, who can experience trauma when witnessing violence or arrests. So far they’ve helped more than 20,000 families and children.
