States deal with poverty and employment differently, depending on their state legislature and, historically, their racial composition. Giving states the option of flexibility with their anti-poverty programs can cause some to reduce their safety nets, but Oregon serves as a model for bipartisan cooperation on generous welfare and employment reforms.

Chattanooga, once called the dirtiest city in America, was later dubbed a Tornado of Innovation by former U.S. President Barack Obama. Now, the city is hub for the tech industry. Despite its rag to riches story, the city’s gap between the rich and the poor has increased dramatically over the past ten years. 1 in four people live in poverty. Nonprofits and activists have been helping, but they need city leaders and elites to listen before it's too late.

A concept that was popularized by MLK Jr., guaranteed basic income, will be launching in his hometown of Atlanta. Monthly cash payments have proven to be beneficial to recipients in a number of pilot programs across the world. Qualifying recipients have seen increased employment opportunities, better health outcomes, and the ability to avoid predatory debt.

An increased income often disqualifies public housing residents from benefits and subsidies such as food stamps, childcare, and discounted rent rates which can negate the increased income from higher wages or more hours. Rent relief empowers residents to build a security net for themselves in addition to pursing full-time employment without the strain of losing much-needed benefits.

A guaranteed income pilot program in Stockton increased full-time employment rates among recipients. Cash payments improved mental health and gave participants the stability, bandwidth, and time to apply and interview for jobs.

A pilot project provided residents who made less than the median income in Stockton, California, with monthly cash payments. The extra money helped recipients secure employment, avoid housing instability, handle unexpected expenses that would otherwise derail their budgets, reduce debt, improve mental health, and help friends and family when necessary. A nationwide initiative is expanding the program to other cities as well.

Guaranteed income pilot programs have created a crucial safety net, especially for women of color who have experienced poverty disproportionately after the onset of the pandemic. The once-fringe idea has gained popularity following the federal government’s multiple stimulus checks that the majority of Americans have qualified for.
