'Relentless Outreach': The State That Doesn't Give Up on Mentally Ill Residents


California's CARE Court program connects people with severe psychotic disorders to voluntary treatment, housing, and support services through persistent, trust-based outreach. Rather than relying on coercion, the program’s implementation centers on frontline clinicians who make repeated visits over months, meeting clients where they are. The county has received 231 petitions since launch, with 79 active cases and 6 graduates.
