North Carolina tried to rebuild affordable housing after a hurricane. It took half a decade.

What was originally conceived of to help protect homes from flooding has instead trapped homeowners in an endless cycle of filing claims and rebuilding their homes. The National Flood Insurance Program was supposed to discourage development in flooding zones and ease the costs after disasters. With lobbying money and power from developers, realtors associations, and others with vested interests, any opportunity to redesign the system through Congress have haven’t gone far.

Community land trusts, like the Florida Keys Community Land Trust (FKCLT) help people access affordable housing and aid in disaster recovery by stopping land from entering the real estate market and increasing in price. FKCLT rents land trust units to families earning 80% or less of the local median income at about $1,000 per month.

In the wake of natural disasters, community land trusts (CLTs) are popping up in areas like Florida and Texas where hurricane damage is most severe. CLTs help provide affordable housing options to those impacted by natural disasters. Following the Colombian civil war, the country enacted The Victims’ Law, which centered on providing reparations to those affected by violence and war. But since its creation, the law has only provided reparations to less than 11% of those who have applied, and for women survivors, it’s even less. Women, who are disproportionately affected by war because of the use of sexual assault, are coming together under the National Tablle for Victim’s Participation, are demanding more.

Climate change is causing storms to intensify across the world, resulting in mass destruction that ruins peoples homes. Mozambique has recently experienced this reality when a tropical storm resulted in a massive flood that overtook parts of the country. To help prevent future destruction, cities are focusing efforts on building more resilient homes that stand a better chance of surviving similar events.
