Governments Explore Using Blockchains to Improve Service

Beyond its common application as a predictor of consumer purchasing behavior, AI can be utilized to tackle poverty issues, improve agricultural efficiency, and increase access to information for otherwise disconnected populations. Researchers at Carnegie Mellon University are putting global satellite photographs into a complex algorithm to gauge economic activity.

To reduce the rate of suicides in Oregon, a Washington County epidemiologist formed an unlikely collaboration with the county's death investigators in order to build a comprehensive pool of data about where and why suicides were taking place. The outcome was a better understanding of prevention tactics that included partnering with "motel clerks and housekeepers, animal shelter workers, pain clinic staffers and more" to teach warning signs and ways to respond.

In France, a digital transformation is taking place. To lay the groundwork, the country passed the Digital Republic Act in 2016, which mandated local and central government to publish documents and public data, a significant step toward transparency and open data. Government taskforce Etalab, which has attracted top tech talent, built on that foundation by launching data.gouv.fr, a portal that hosts over 40,000 public datasets, and other organizations have coordinated collaborative open data projects between cities.

A.I. reduces the need for human assessments, facilitating faster pay-outs and reduced losses through predictive data, while combining information such as financial histories and social media activity with historic context data to create fair, realistic risk assessments that lead to improved credit products.

Michigan and Ohio courts have incorporated the Matterhorn “online adjudication system” to handle simple cases so individuals can participate through the Internet. The system also offers the advantage of having “less bias” than in-person trials, because the race, ethnicity, and socioeconomic status of the individual is protected online.

Logically is a fact-checking app that combines AI technology and human research to assess and label the truthfulness of news articles. The app has about 20,000 users after a soft launch in the UK, with a full launch planned for late 2020. The AI technology, a feature that makes the app unique, tries to match news claims to other sources and then human researchers take over to make a final judgment. The app has been busy fact-checking the extensive Covid-19 related misinformation. Some aspects, like technology glitches and slow fact-checking responses from researchers, still need to be worked out.

Data-driven transport can improve access and efficiency if properly implemented. In Shanghai, China, users benefit from customized bus routes designed by artificial intelligence software. Other countries, however, have discontinued pilots of programs similar to the one implemented in China. Elsewhere, in Innisfil, Ontario, a different kind of program helps to fill the gap in public transport--namely, subsidized Uber rides.

Automating repetitive tasks allows civil servants to manage often tedious and high-volume workloads. By introducing forms of automated technology that are already common in the public sector, Singapore has updated its government agencies, allowing civil servants to focus on higher-order tasks. Bots help with services such as payroll, emails, and reconciling budgets.

Connecting villagers to local governments and researchers is important to controlling possible disease outbreaks at their source. The One Health disease protection program, also known as PODD, uses funding from Ending Pandemics, a San Francisco nonprofit, to run an app and system through which villagers and local officials can interface with health organizations. A special app developed translates local languages and transmits information back to organizations, agencies, and researchers at local universities.
